I just downloaded and installed the CSE lite and when i try to open it it tells me a DLL is missing and to contact the vender. The missing DLL is user32.dll. because it was relocated because and it is reserved for windows system DLLs.
What do i need to do to get this program to work?

It sounds like this issue:

There is a hotfix for it.
I suspect that you're probably using Windows XP without the latest service pack? This issue seems to only occur in that situation. If so, the best solution would be to update to the latest service pack.
