Making CSE catch high ascii characters from MS Word

I've made some progress.

If I open the files in Dreamweaver and specify Western European encoding, I can see the characters. They show up as: Â

Now the problem is, I can't get DW to use these settings by default. I have to always do File -> Open and change the encoding. It's quite tiresome.

Also, my colleague who uses CSE 8.03 can detect these characters when validating, so I have no idea why my version of CSE ignores them.
