"Illegal System DLL Relocation" error mentioning user32.dll

I'm occasionally getting reports from a small number of people about an "Illegal System DLL Relocation" error mentioning user32.dll and Hhctrl.ocx.

The message is:
The system DLL user32.dll was relocated in memory. The application will not run properly. The relocation occurred because the DLL C:\Windows\System32\Hhctrl.ocx occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL.

I suggest installing all service packs and patches from Microsoft. I believe the only ones encountering this problem are people using Windows XP and not using the latest service pack. Also, I believe this problem is only triggered with the lite edition of CSE HTML Validator.
