Thanks for the clarification and the links.
It seems that JIS X 8341-3 is closely related to the WCAG guidelines. CSE HTML Validator v9.0 can help with WCAG 1.0 and v10.0 can help with WCAG 1.0 and WCAG 2.0.
But as for specifically checking to JIS X 8341-3 standards, CSE HTML Validator doesn't do that.
With the professional edition and the Configuration Editor, however, you can customize the checking, but it's not trivial to add a new set of guidelines, and it limits your ability to update to a new config without losing your custom changes. There are no pre-made additions you can use to specifically add JIS X 8341-3 support.
If you are going to use CSE HTML Validator, then I would use the latest v10.0 version, with is currently RC 1 as it hasn't been released yet (but will be soon), and check to WCAG 2.0 guidelines (and maybe also WCAG 1.0).
If there is a specific check that you want that CSE HTML Validator isn't doing, then please let me know what you'd like it to check for (be specific as possible) and I can look into adding it to v10.
