Preview pane showing gibberish characters

When previewing the HTML file in the preview pane, none of the browsers work even though I have all of them installed (IE9, Firefox19, Chrome26 on Win7 64bit pro).

Chrome will render the page elements in gibberish text. See attached image. In addition, the XRAY dialogue is showing corrupted characters as well.

IE9 renders a completely black page. This is the same behavior is displayed by calling IE9 externally.

Any help would be appreciated. I have uninstalled once and reinstalled and updated to version 5.0.0.97.
