Strange "this document has been modified" message

Always wandered what do those numbers mean? I would expect time stamp instead cryptic numbers. Is this a bug?

hi
Sometime , i don't know for topstyle but some CSS editor can add for example a html tag link to css file in each file .
See in the head of the file if something have been added
