If one purchased Topstyle 4 not long before Topstyle 5 was released, is the upgrade free?

Depends on how long you define "not long", but yes, if you purchased TopStyle 4 after February 2012 then the TopStyle 5 upgrade is free.

I purchased topstyle in Aug 2012. Exactly how do I get the upgrade for free?
