does topstyle can work with local and http file (rendering)?

Does topstyle support apply local css file to remote http html url .
Does top style support rendering http file and in the same time open local css file .
Is there a way to say to topstyle that the http css that are in http url is the same as the css file open locally ? .
Thus modify this local css alert toptstyle to update the view from the http server ?
