Encoding default when saving new files

When saving a newly created file in the Saving as dialog, ANSI is always preselected. It would be nice to have an option to set the default.

There is no such thing as default encoding when saving. TopStyle determines encoding when you open a document, and then uses this encoding when saving. When you create a new document in TopStyle, then new HTML documents are UTF-8 and new CSS documents are ANSI.
