Can you give me more details? I can't reproduce the problem. The toolbar lock setting is saved between runs for me.

Locked toolbar, closed, re-opened. Still locked.

The OP provided me with more details on the toolbar issue and indeed there was an issue with saving and restoring toolbar positions when the toolbars were locked. I believe I've addressed the problem in BETA 5 which should be available today.
