doubling batch validator speed

I noticed the batch validator gets only around 50% cpu utilitisation on my dual core machine. If there were two+ threads, it could fully use both CPUs.

I earlier mentioned another idea -- caching results, so most of the time it would have nothing to do, since the underlying file would not have changed.

CSE HTML Validator does use multiple threads for link checking, but only one thread for the heavy validation work. I'd like to improve this in the future, but it certainly won't make it in the v9.0 series.

But this is definitely on my mind.
