Apache tiles.xml

I require help regarding the validation of an Apache tiles.xml file. I have downloaded the tiles.apache.org/dtds/tiles-config_2_0.dtd file and have it referenced locally. This enables validation to proceed until it reports '[nsgmls] omitted tag minimization parameter can be omitted only if "OMITTAG NO" is specified on the SGML declaration' along with a variety of other issues. My limited experience with DTD (more used to XSD) does not identify anything particullarly wrong with the xml document. Can anyone please advise?
