© becomes ? after running ctrl+F12

I have © in my webpage. When I run ctrl+F12, those © are becoming ?
I have the same problem with the é from Café. It becomes Caf?
On another webpage I don't have this problem.
I tried with UTF-8 and ISO 8859-1 but still the problem is not fixed.
Any help is welcome...

try using "©" without the quotes or "©" instead of the copyright sign.

Yes, it sounds like an encoding issue... you may be editing it in a program that doesn't support UTF-8, or you may need to specifically load the document as UTF-8, assuming that is what it is encoded in. Otherwise it may be misinterpreting the copyright character.

I also recommend using "©".
