Linking to a part already in a page

Hi, in my site Philippine Lotto Results I used in my post to link to an h2 with a particular ID, eg:

<a href="http://domain.com/#first">First results</a>
<a href="http://domain.com/#second">Second result</a>

then on the lower part of the page i am something similar to:

<h2 id="first">First result</h2>
//content
<h2 id="second">Second result</h2>

Does linking to an a part already in a page help in SEO or link building? I would appreciate your reply guys. Thanks!

No, I don't think so. The search engine sees the same links on the same page.
