Dragging Vertical Scroll Thumb

Minor bug in TopStyle 5.0.0.97, Win8 64-bit

Dragging the vertical scrollbar's "thumb" very near the bottom of the css editor panel causes jittering of the horizontal scroll bar where it appears and disappears quickly and repeatedly, causing the editor panel contents to "vibrate" for lack of a better word.
