Would Like To Use Ctrl+0 As Bookmark

I would like to use Ctrl+0 as a bookmark as the documentation says, but it does not work. Ctrl+1 through Ctrl+9 work just fine. Perhaps I'm doing something wrong trying to set the bookmark with Ctrl+Shft+0?

Along that same theme, perhaps a toggle of a bookmark would be nice. That is, if a line has bookmark 1 already, Ctrl+Shft+1 would toggle it off.

I had this problem as well and was able to fix it in Windows 8.1 by going to Control Panel->Clock, Language, and Region->Language->Advanced settings (text)->Change language bar hot keys (text)->Advanced Key Settings (tab)->Change Key Sequence (button)->Switch Keyboard Layout and selecting 'Not Assigned'. Make sure to click "OK" and then "Apply".
